Is that "rule of thumb" actually stated in an FAQ or printed info
somewhere, or is this just something the WW counselors tell you?

I don't think it's explained "as such" anywhere. That's what we are being
told to explain to the members by the trainers.

In the cookbooks, and the material, any recipe that has any non-filling
ingredient is being count as a whole.

There is allusion to it in some various quiz on the website, but I've never
seen it quite spelled out.
