This concept is certainly nothing new. Pavlov already proved the theory of
conditioned physical response to external stimuli many, many years ago!
This is just somebody trying to twist it into saying that fat people's
brains are somehow wired diffently -- when it's just conditioned pleasurable
response to food. We can certainly condition ourselves to NOT respond to
the stimuli of food as well, which was the whole point of Pavlov's
experiments.
