What if a crazed gunman murders innocent bystanders?...

"Fear not those who can kill the body and do nothing more. Fear HIM
Who can destroy both body and soul." -- LORD Jesus Christ.

Amen.

is that also God's will?

At this point in time, it is GOD's will to allow the existence of some
things that HE does not desire (ie that are not of HIS will).

So if something Terrible happens where innocent people die it is God's
'will' to 'allow' it to happen BUT if some people live it is also
god's will to 'allow' them to live?

The only innocent bystander that GOD has allowed to die is HIS Son
(John 3:16)...

.... and so we are forgiven through Jesus Christ:

Ok then.

More than Ok.

This is the Good News:

Again, it remains my choice to not be religious:

Hypocrite Andrew B. Chung...

Your false witness is forgiven by me.

This simply shows that the Holy Spirit is absolutely right to convict
you:

You don't have much longer just as dear Rod does not have much longer,
dear Bob:

May you wisely choose to repent soon by publicly declaring with your
mouth that "Jesus is LORD:"
