It depends on your laundry habits. When all my kids lived at home, if I had to haul it all to the basement, that meant 4-5 trips up and down 2 flights of steps with 40 pound baskets. It sure felt like exercise to me. When we had a clothes line, hauling wet clothes to the back yard and then bending and lifting to hang it up also felt very much like exercise. Of course I do much less now with only one still at home (who does her own laundry usually), but the rest of the housework can be a real workout. On days I do heavy housework such as deep cleaning, moving furniture, doing the baseboards, scrubbing the floors on my hands and knees, I get much more of a workout that if I did my regular 25-30 minutes on the stepper. If I've spent 5 hours doing serious cleaning, you can bet I won't worry about not hitting the stepper that day. Spending 5 hours in the yard raking, trimming, hauling etc. is also a great workout.
