OT - Silly Keyboard Problem

Default OT - Silly Keyboard Problem

Hello,
Okay, as stated it is a silly problem. Somehow I've set something so
that whenever I type a quotation mark (opening or closing) I have to
hit "Enter" in order for the character to appear. Also, if I type a
quotation mark or apostrophe without hitting "Enter" and just keep
typing the next letter I often end up with an altered character, such
as the letter U with an umlaut on it (ü). I've clearly managed to
switch my keyboard to another character set - but which one and how do
I get the darn thing back to normal? I'm using W2K. Under Start --
Settings--Control Panel--Regional Options-- it says "English
(United States)" under the General tab, and under the Input Locales
tab it says English (United States). It's set the same way under the
Keyboard Input Locales tab.

There are plenty of computer geeks in here, so I do hope one of the
learned can tell me how to fix what I did. Duh...G

It really doesn't sound like a hardware problem, but I suggest you
first borrow another plain PS2 keyboard, and boot with that one,
to rule out a hardware problem, especially if you have a fancy kybd
with custom buttons, or a wireless. (On a laptop, try an external
keyboard.) Ruling out the hardware or fancy keyboard driver is very
quick, that's why I suggest it.

Does this occur in particular applications, or everywhere?
If everywhere, it sounds like some applet in your start-up might have
been mistakenly set to use the quote character as a hotkey.

See if it occurs when you boot in Safe Mode (F8 at boot for options),
and if it does not occur, you could try porting "msconfig". Although,
first I'd check it with an up to date antivirus, as well as with
Ad-Aware and Spybot Search and Destroy to rule out effects of viruses
and spyware hijacking items.

MSCONFIG.EXE was a handy item that existed in Win98, and was stupidly
omitted from Win2K, and returned in WinXP.....but the XP version of
msconfig.exe can be copied from someone's WinXP and run on Win2K.
You can copy it into your WINNT\SYSTEM folder, and then use Start Menu -
Run - msconfig (or just copy it to your desktop and click it, if
you like)

With that you can selectively turn on and off start-up applets with
checkboxes on the Start-up tab. (BTW, if anyone is still using Win95,
the Win98 version of msconfig runs on Win95) Some of the items
shown in msconfig Start-up tab are turned on in their own program
options, but don't show in your Start-up folder in the Start menu.

You might also recognize a number of items that don't really need
to be started at boot in there, as software developers all seem to
think their product is so important that part of it should be started
at boot and tie up your memory, just to save a couple of seconds in
opening the program.
