Well...I think the first step to looking "rugged," is to stop asking "how
to look rugged."

That just makes you seem like a big baby.

You need to lean out a big, have a large, square jaw, grow slight facial
hair (not heavy, or else you'll pass into "dirty" territory), and carry
yourself like you have some "cajones."

The rest is commentary.

A couple of quick thoughts -- strictly my perceptions he
- relatively low bodyfat
- a reasonable level of muscularity -- not necessary lots, but some
visible muscle is needed
- skin that looks a little weathered and tan rather than smooth and
white -- the man needs to look like he spends time outdoors

Beyond these are, I think, some issues of style -- haircut and
clothing choices. Clothes should be appropriate to the situation but
shouldn't look too studied and "careful" -- the man should wear the
clothes rather than the clothes wearing the man. And the clothes
should fit well -- not too loose or too tight -- and shouldn't be
"girly". If the hair isn't too thin, a little length is good, but not
below the collar -- and it shouldn't be too carefully combed into
place or slicked down. If the man doesn't have a lot of hair, shorter
is better, without weird combing to cover up bald spots.

Also important, and even harder to define, is the man's bearing.
Posture, walk, and manner must convey an easy self-confidence. They
should be free rather than contained, but not sloppy. They should
project energy and ease.

Anyway, opinions will obviously differ :-)

I think you need to definite what you thing is 'rugged'.

I don't think you necessarily have to be in shape (whatever that means) to
have a rugged look (according to my view of that term), but you definitely
need some muscle mass, mainly upper body, too. Muscular arms, shoulders,
help a lot. You can have a gut and still look rugged, but you need to have
a bit of attitude and an air of confidence....if you look like you can open
a can of whoop ass on someone, that helps...
